Senior Technical Expert (Open IT Solutions)

We are looking for experienced program management professionals to support a government client in Springfield, VA.  All candidates must hold an active Top-Secret security clearance.

Roles and Responsibilities  
  • Assess current TII contracts, along with trends from other agencies acquisition of IT infrastructure services to identify opportunities for acquisition reform principles.
  • Aid in the development of new or follow-on TII contracts and acquisition strategies. Ensure the technical and programmatic basis is consistent with ISP lanes in the road definitions and NGA architectures.
  • Service as source selection advisor on TII acquisitions as determined by the Source Selection Authority and Senior Procurement Executive.
  • Supports TII senior leadership and individual TII program managers with ISP lanes in the road definitions, discussions, forums and provides recommendations and risk mitigation plans.
  • Provide advice on the technical sufficiency, accuracy and completeness of acquisition studies, plans and documents.
  • Provide technical expertise to the TII senior leadership on ISP technology trends and maturation efforts relative to GEOINT systems, capabilities and requirements and evaluate technologies for implementation. Provide recommendations on technology implementation roadmaps.
  • Advise program and project managers regarding potential technology insertion and recapitalization to improve performance, effectiveness and efficiency of ISP services.
  • As a key technical advisor, support major milestone reviews and events, engineering review boards and change control boards, including assessing artifacts, delivering feedback to presenters and providing recommendations to the program or project manager.
  • Provides technical expertise and analysis on customer needs, analysis of alternatives, requirements, verification and validation testing, implementation, performance, and security.
  • Assist project managers and contract program management offices with preparation and coordination of delivery orders, task orders, requirements documents, and work statements, as applicable.
  • Provide transition planning and execution support for ISP modernization initiatives and activities with both Mission Partners and the IC ITE community.
  • Assist the Government with independent verification and validation.
  • Support NGA, IC and DoD and industry architectural working groups. Remains current with the IC, DoD and industry on ISP technology solutions.
Required Qualifications
  • Bachelor’s degree in Natural Sciences, Engineering, Mathematics, Computer Science or Information Technology; or equivalent work experience in Information Technology.
  • Demonstrated specialized experience advising an IC or DoD agency in total lifecycle acquisition management.
  • Demonstrated specialized experience performing strategic planning and working with customers to define, plan, prioritize and optimize requirements.
  • Demonstrated specialized experience with engineering, integration or operations of infrastructure services for IC or DoD mission systems.
  • Demonstrated specialized experience with the acquisition or operations of IT infrastructure services.
  • Demonstrated specialized experience developing and presenting IT roadmaps and project implementation plans.
  • Demonstrated 5 or more years of experience with IC ITE services and strategies.
  • Demonstrated 3 or more years of experience working with Amazon Web Services (AWS) and C2S technologies.
  • Demonstrated leadership experience serving as a chief architect, chief engineer, functional manager or team lead for a minimum of 5 years.
Desired Qualifications
  • Certified Microsoft Certified Professional (MCSA, MCSE, MSDC, Specialist), AWS certified (Solutions Architect, DevOps, Developer, SysOps), Cisco Certified Internetwork Expert (CCIE), Cisco Certified Network Professional (CCNP), CompTIA Network+, or Juniper Networks Certified Enterprise Routing and Switching Expert (JNCIE-ENT).
  • Certified as a Program/Project Management Professional (PMP).
  • Certified ITIL for IT Service management.
  • Demonstrated specialized experience applying Federal and DoD acquisition concepts, regulations and statutes (e.g. FAR, DFAR, NGA acquisition regulation instruction).
  • Demonstrated specialized experience applying ICD 503 or Director of Central Intelligence Directive (DCID) 6/3 requirements to secure information systems.
  • Demonstrated specialized experience supporting transition, integration or deployment of GEOINT systems into the NSG.
  • Demonstrated 5 or more years of experience with acquisition or management of NGA ISP or IC ITE contracts.
  • Demonstrated 5 or more years of experience working with programs deploying or migrating to cloud platforms.
  • Demonstrated 2 or more years of experience developing and preparing budget plans for an IC or DoD agency.
